​The Luxembourg Institute of Health is recruiting a : 
IT Project and full stack Developer (H/F)
Permanent contract, full-time, entry date: ASAP​
The IT Project and full stack Developer will mainly be responsible for:
  • Proposing, developing & maintaining IT solutions for the different projects submitted to the IT expertise in Health Data Unit: Epidemiological studies, national registries or any other projects.
  • Being the the single point of contact of the project manager regarding the IT part of the project and work in close collaboration with the different support and platform teams to provide him/her a sustainable solution to his/her demands.
  • Developing his/her skills and experience to propose methods and solutions to implement the DoPH and LIH objectives


Key Accountabilities
  • Draft the specifications of the IT solutions and have them validated.
  • Suggest an IT solution that is adapted to the context of the project.
  • Develop and test the IT solution, document the source program and update all the modifications made to this program.
  • Ensure the maintenance of the software after the implementation.
  • Manage the databases according to the security rules.
  • Respect the development standards and architectural in place in the team.
  • Attend the project monitoring meetings to manage IT issues or demands from the project manager.
  • Work in close collaboration with the different support and platform teams when needed.
  • Analyze and evaluate risks inherent to the information system and suggest improvements.
  • Take an active part in the IT team organization proposing methods and tools to enhance the way demands are managed in the team according to his/her inclination (Software Development Life Cycle, visibility, communication, architecture, security, data management, etc.).


Key Skills, Experience and Qualifications
  • Bachelor or Master degree in Information Technology.
  • Previous professional experience of at least 4 years in a similar position.
  • Good organizational and relational skills, precision, ability to manage an important workload and respect deadlines.
  • Ability to interact and communicate with stakeholders from different backgrounds
  • Any experience in a medical environment or with health data management is a strong asset.
  • Language skills: fluent in French and English (written and oral).
Mandatory skills
  • Web technologies, Database modelling with a proved ability to adapt and learn new languages.
  • Angular II, ASP.NET, MVC / MVVM model, C#.
  • Microsoft database and tools: SQL Server, SSIS, SSRS / Power BI
  • HTML / Javascript / JQuery.
Considered as an asset
  • UML modelling.
  • Project management method, Agile, PMP, Prince,..
  • Other languages: PHP, Python, Go, Java, R.
  • Machine learning and natural language processing.
  • One of the javascript frameworks, Ember.js, Knockout.js, etc.
  • Environmental tools such as Git, Jira.
